Any foreign business carrying out VAT-taxable transactions on Swedish territory must comply with local obligations: VAT registration, filing of taxable transactions, payment of tax, or refund claims. For certain companies, this includes a legal requirement to appoint a fiscal representative in Sweden.
Non-EU businesses are required to appoint a local fiscal representative to meet their VAT obligations. The representative acts as an intermediary between the company and the Swedish administration, handling the filing of returns, VAT payments, refund claims, and communications with Skatteverket, including in the event of an audit.
EU-established businesses are not legally required to appoint a fiscal representative, but it is strongly recommended. These companies may choose to delegate the management of their obligations to a tax agent, who plays a similar role, without, however, incurring the same level of liability as a fiscal representative. In practice, this distinction does not affect the quality or scope of the service provided.

VAT Rates in Sweden
The Swedish VAT system is built on several taxation levels, in line with European directives but with specific local features. Rates vary depending on the nature of the goods or services supplied ; correctly identifying the applicable rate for each transaction is essential to avoid invoicing or filing errors.
Standard VAT Rate: 25%
The standard rate in Sweden is 25%. It applies to most goods and services, and is the default rate when no reduced rate expressly applies.
Reduced VAT Rates
Swedish legislation provides for two reduced VAT rates:
- 12%: applies mainly to hotel and camping accommodation, restaurant and catering services (excluding alcoholic beverages), and certain works of art. ⚠️ Note: restaurant services remain at 12% after 1 April 2026.
- 6%: applies to books, newspapers, periodicals, tickets to live performances and events, passenger transport, and certain repair services (bicycles, shoes, clothing, household linen).
Zero-Rated Transactions
Sweden applies a 0% VAT rate to certain specific transactions, including:
- Production services for non-profit periodicals (e.g. printing for NGOs);
- The sale or import of prescription medicines supplied to hospitals.
VAT Exemptions
Certain activities are exempt from VAT in Sweden:
- Healthcare and medical services;
- Education and training;
- Insurance and financial services;
- Charitable fundraising events;
- Social welfare services.
VAT-exempt activities do not generate output VAT and generally do not allow the recovery of input VAT linked to those activities.

Who Must Register for VAT in Sweden?
All foreign businesses not established in Sweden but carrying out transactions taxable in Sweden must register for local VAT. This obligation covers a wide range of activities.
Situations that typically trigger Swedish VAT registration include:
- Certain imports and exports involving Sweden;
- Holding stock or consignment stock on Swedish territory;
- Intra-Community acquisitions of goods in Sweden;
- Exceeding the distance sales threshold of €10,000 (EU-wide);
- Supplying goods whose physical delivery takes place in Sweden;
- Certain services performed in Sweden or supplied to customers established there;
- E-commerce transactions to final consumers in Sweden (non-taxable persons).
💡 For domestic Swedish businesses, the VAT registration threshold is SEK 120,000 in annual taxable turnover. Below this, registration is optional but permitted.
How to Register for VAT in Sweden
Swedish VAT, known as Mervärdesskatt (abbreviated Moms), is administered by the Swedish Tax Agency (Skatteverket). Swedish VAT numbers follow a unique format: SE + 12 digits (e.g. SE999999999999).
Registration is filed with Skatteverket and, in some cases, with the Ministry of Finance. The process is relatively straightforward compared to setting up a legal entity. However, obtaining a VAT number is only the first step, you must also comply with periodic filing obligations, including VAT returns and other administrative documents (Intrastat, ESL, etc.).
This is why foreign businesses not established in Sweden are strongly advised to work with a local tax agent or fiscal representative.
Filing VAT Returns in Sweden
Filing Frequency and Deadlines
In Sweden, the frequency of VAT return filings depends on annual taxable turnover:

Penalties for Non-Compliance
Any business holding a Swedish VAT number must accurately declare its taxable income and costs in line with its applicable filing period. Failure to comply carries significant financial penalties:
- Late filing penalty: SEK 625 (approx. €55) per missing return; increasing to SEK 1,250 if the tax agency formally requests it.
- Incorrect reporting: 20% of the incorrectly reported VAT amount.
- Late payment interest: applied from the due date, calculated at the higher rate (base + 15%).
- Reporting in wrong period: 2–5% of the reported VAT amount.
These strict rules reinforce the importance for foreign businesses of working with a tax agent or fiscal representative in Sweden.
OSS and B2C E-Commerce Sales to Sweden
If your business sells goods or digital services to Swedish consumers (non-taxable persons) and you’re based in the EU, the One Stop Shop (OSS) scheme can simplify your compliance : you declare and pay Swedish VAT through a single portal in your home country.
However, OSS does not replace Swedish VAT registration when:
- Goods are stored in Sweden;
- Goods are imported into Sweden;
- Sales are made locally from Swedish stock.
In these cases, Swedish VAT registration remains mandatory regardless of your use of OSS.
Intrastat and EC Sales Lists (ESL) in Sweden
If your business trades goods with other EU Member States involving Sweden, two additional reporting obligations may apply:
Intrastat, monthly statistical reporting of intra-EU goods movements. 2026 thresholds:

VAT Invoicing Requirements in Sweden
A compliant Swedish VAT invoice must include:
- Supplier and customer details (name, address, VAT number where applicable);
- Invoice number and issue date;
- Description of the goods or services supplied;
- Taxable amount, VAT rate applied, and VAT amount;
- Legal basis for reverse charge, exemption, or 0% treatment, where used.
Simplified invoices may be used when the total amount does not exceed SEK 4,000 (approx. €350), or when full invoicing is impractical due to commercial or technical constraints.
Record retention: VAT records must be kept for at least 7 years (17 years for immovable property; 12 years for other capital goods).
How to Obtain a VAT Refund in Sweden
Refund Deadlines
- EU-established businesses: claim must be filed by 30 September of year N+1, through the online portal of their home country’s tax authority.
- Non-EU businesses: claim must be filed by 30 June of year N+1, in paper form sent directly to Skatteverket (form SKV 5801). Languages accepted: Swedish, English, French, German.
Reciprocity Rule
For non-EU businesses, some countries apply a reciprocity condition, meaning the refund is only available if the applicant’s home country offers similar refund rights to Swedish businesses. Sweden does not apply this rule: it grants VAT refunds to all eligible applicants, regardless of nationality.
Who Can Reclaim Swedish VAT?
- Business already registered for Swedish VAT: refund through the periodic Swedish VAT return.
- EU-established business, not registered in Sweden: refund via the electronic portal of its home country’s tax authority.
- Non-EU business, not registered in Sweden: claim must be filed through a fiscal representative in Sweden, who handles all administrative formalities.
